This teal-haired sprite makes only a short appearance in the Tenchi OVA series, appearing exclusively in the Mihoshi special. The producers finally get some sense knocked into them when they decide to give her a much larger role in both the television series and movies Tenchi Muyo: Manatsu no Eve and Tenchi Muyo in Love.
Kiyone is a First Class Detective of the Galaxy Police. Having graduated from their academy at the top of her class, she enters the ranks of the Police with high hopes of achieving success, only to end up as Mihoshi's partner. This is rather unfortunate, for her scatterbrained associate is the only obstacle standing between Kiyone and a promotion. As long as Kiyone's endless streak of misfortune continues, it looks like she'll be stuck with Mihoshi. (Are we sensing a George Costanza figure right about now?)
The cutesy, teal-haired detective can best be described as the glue that holds the the motley Tenchi gang together. Why's that? She's the only female character in the series to whom the Laws of Tenchi do not apply. In other words, she's the only girl not attracted to Tenchi! While Ryoko and Ayeka squabble over a loser of an anime hero, Kiyone only concerns herself with helping her friends get through whatever mission they have to accomplish. That, and making sure Mihoshi doesn't go getting herself killed. It's beyond admirable that she does all this knowing that she'll never have any chance of success as a Galaxy Police officer as long as she's with Mihoshi :)
Aside from her Tenchi escapades, Kiyone proves herself to be loyal, hardworking and committed. I think you would have to in order to survive an entire TV series babysitting the most incompetent anime character ever created. In short, the rest of the Tenchi cast could learn alot from her!
